NFPA 1561 – Standard on Emergency Services Incident Management System and Command Safety

Chapter 1 Administration
1-1* Scope. This standard contains the minimum requirements for an incident management system to be used by emergency services to manage all emergency incidents.
Δ 1-2 Purpose. The purpose of this standard is to define and describe the essential elements of an incident management system that meets the requirements of Chapter 8 of NFPA 1500; 29 CFR 1910.120(q) (3) , “Procedures for handling emergency response;” and HSPD-5, “Management of Domestic Incidents.”
1-3 Application.
1-3-1* This standard applies to organizations providing rescue, fire suppression, emergency medical services, hazardous materials mitigation, special operations, and other emergency services.
1-3-2 This standard does not apply to facility fire brigades that might also be known as emergency brigades, emergency response teams, fre teams, plant emergency organizations, or mine emergency response teams.
